If you’re traveling to Singapore, you’ll need to complete the Singapore Arrival Card (SGAC)—a free, mandatory digital declaration for nearly all travelers, regardless of nationality or visa status.

The SGAC replaces the old paper “white card” (Disembarkation/Embarkation form) and serves two key purposes:

Pre-registering your travel details for immigration,

Submitting a required health declaration.

Completing it in advance helps ensure smooth, automated clearance at Changi Airport and other entry points.

Section 1: Who Needs the Singapore Arrival Card and When?

Who Must Submit?

The SGAC is required for:

  • Foreign visitors (tourists, business travelers),
  • Singapore Citizens returning from abroad,
  • Permanent Residents (PRs),
  • Long-Term Pass holders (Work Pass, Student’s Pass, Dependant’s Pass, etc.).

Who Is Exempt?

  • Airside transit passengers who do not clear immigration (e.g., connecting flights within Changi’s international zone),
  • Frequent land crossers (Singapore Citizens, PRs, and Long-Term Pass holders) entering via Woodlands or Tuas checkpoints.

 Note: If you leave the transit area or enter Singapore by land as a foreigner, you must submit the SGAC.

When to Submit: The 3-Day Rule

Submit the SGAC within 3 days (72 hours) before your arrival date, including your arrival day.

Example: Arriving on Friday? You can submit from Wednesday onward.

Submitting too early may result in your data being considered out dated.

Submitting late means you’ll need to complete it at the airport—adding time to your arrival.

SGAC Is Not a Visa

The SGAC is a declaration form, not a travel permit.

If your passport requires a Singapore visa, you must obtain it separately before travel.

Section 2: How to Submit the Singapore Arrival Card (Step by Step)

The process typically takes 5–7 minutes for foreign visitors. What You’ll Need

  • Passport details (valid for ≥6 months if you’re a foreign visitor),
  • Flight or vehicle number and arrival date,
  • Accommodation address in Singapore,
  • Travel history (countries visited in the last 14 days).

Step 1: Enter Your Details

  • Personal Information: Full name, passport number, nationality, date of birth (must match your passport exactly).
  • Contact Information: A valid email and mobile number (your e-Pass will be sent to this email).
  • Travel Information: Arrival/departure dates, flight/vessel number, and last point of embarkation.
  • Accommodation: Full address of your stay in Singapore (hotel or residence).

Step 2: Complete the Health Declaration

This section is mandatory for all travelers and includes:

  • Questions about current symptoms (e.g., fever, cough, respiratory issues),
  • A list of countries visited in the past 14 days,
  • A declaration that your answers are true and accurate.

Important: Submitting false information is an offense under Singapore’s Infectious Diseases Act.

Step 3: Review and Confirm

Double-check all fields for accuracy.

Click “Submit.”

You’ll receive an email from ICA with your Disembarkation/Embarkation (DE) Number and a confirmation PDF.

Section 3: What to Expect Upon Arrival

Immigration Clearance

At Changi or other checkpoints, officers or E-Gates will automatically retrieve your SGAC data by scanning your passport.

Eligible travelers with biometric passports can use Automated Clearance (ACI) for faster processing.

Your Digital Visit Pass (e-Pass)

You won’t receive a physical stamp in your passport.

Instead, you’ll get an Electronic Visit Pass (e-Pass) via email, showing:

  • Your approved length of stay,
  • Your last permitted day in Singapore.

Tip: Save your e-Pass—you may need to show it to hotels or authorities during your stay.
