Who Usually Needs the Malaysia Arrival Card?

If you’re a foreign traveler planning to visit Malaysia—whether for tourism, business, or a family visit—you’ll most likely need to complete the Malaysia Arrival Card before your flight.

This digital form has replaced the paper arrival card and is required for nearly all international visitors entering Malaysia by air, land, or sea.

However, some travelers are exempt. Below, we break down the official exemptions based on publicly available guidance from the Immigration Department of Malaysia.

Official Malaysia Arrival Card Exemptions (As Per Malaysian Authorities)

You do not need to submit the Malaysia Arrival Card if you fall into any of the following categories:

1. Citizens of Singapore

If you hold a Singapore passport, you’re exempt from the MDAC requirement at all entry points—airports, land crossings, and seaports.

Note: If you plan to use Malaysia’s Autogate (e-gate) system on future trips, you may still need to go through the manual immigration counter on your first visit to register your biometrics.

2. Malaysian Residents and Long-Term Pass Holders

This includes:

  • Malaysian Permanent Residents (PR),
  • Holders of valid long-term passes such as Employment Passes, Student Passes, Dependent Passes,
  • Participants in the Malaysia My Second Home (MM2H) program (with active status).

Key detail: The exemption applies only if your long-term pass is already active and stamped in your passport. First-time entrants activating a new pass must submit the MDAC.

3. Holders of Diplomatic or Official Passports

Travelers on official government business using diplomatic or service passports are exempt, regardless of nationality.

4. Air Transit Passengers (Without Immigration Clearance)

If you’re connecting through a Malaysian airport (like KLIA) and remain in the international transit zone—without passing through immigration—you don’t need the MDAC.

Warning: If you leave the transit area (even for a short city tour or to collect checked luggage), you are entering Malaysia and must submit the MDAC.

5. Cross-Border Travelers with Special Passes

Exemptions also apply to:

  • Bruneian citizens with a General Certificate of Identity (GCI),
  • Holders of the Brunei-Malaysia Frequent Traveller Facility,
  • Thai citizens with a Border Pass,
  • Indonesian citizens using a Cross-Border Travel Document (PLB).

These are typically for frequent, short-term crossings near shared borders.

My child has a foreign passport—but I’m Malaysian

The MDAC requirement is based on the travel document presented, not the child’s heritage. If your child is traveling on a non-exempt foreign passport and doesn’t hold a Malaysian ID or long-term pass, they must have an MDAC—yes, even newborns.

I’m just transiting for 8 hours—do I really need it?

Only if you clear immigration. If you stay airside, you’re exempt. But the moment you exit to the arrivals hall, you’re considered an entrant—and the MDAC becomes mandatory.

My visa was approved—so I’m exempt, right?

Not necessarily. Visa approval and MDAC submission are separate requirements. Unless you already hold a valid long-term pass in your passport, you’ll need to complete the Malaysia Arrival Card for your initial entry.

What Happens If You Arrive Without the MDAC?

While most travelers are simply asked to complete the form on the spot, this can lead to:

  • Long waits at the immigration counter,
  • Missed connections or tours,

In rare cases, denial of entry—especially if other documentation is incomplete.
